A TRO can be compulsory or voluntary – or both depending on the type of organization

​Depending on the organization’s characteristics (type, size and age), cities can determine that some must comply with the policy while others may participate voluntarily. The TRO compliance requirements can also change over time, being voluntary during its first years to foster early adopters and help the city learn from the process and build support, and later becoming compulsory.
